A new bill has been introduced by Representative Barney Frank (D-MA), known as the 'Payments System Protection Act of 2008', officially as H.R. 6870, it has been drafted to suspend UIGEA regulations until the meanings of terms like 'unlawful Internet gambling' have been clarified. Congressman Frank has made clear he finds the UIGEA unclear and hypocritical and has been the biggest foe of the UIGEA in Congress, authoring several bills designed to suspend the UIGEA.
There are comparisons to be made between H.R. 6870 and an earlier bill put forth by Frank, H.R. 5767, but the earlier bill was stalled in committee by a 30-30 vote, and this bill has made it out of committee by a 30-19 vote. The next step in the long process to become law is a vote by the full House.
Online gambling fans have given this new bill a positive reception, signaling it as a small but positive development in the ongoing fight to repeal the UIGEA. We won't see more in-depth changes without a vote on one of these bills by the full House of Representatives. I will post more information as it becomes available.
